📌Key Highlights & Summary:
  • •Increased competition in retendering reduced textbook printing costs by nearly Tk 140 million.
  • •Bids for 34 lots dropped by nearly 14 percent compared to estimated project costs.
  • •Printing is currently underway for approximately 310 million textbooks for the upcoming academic year.

The government of Bangladesh has successfully saved approximately Tk 140 million in printing costs for free textbooks designated for the upcoming academic year. This financial relief follows an increase in competition during the retendering process, which effectively dismantled alleged syndicates that had initially monopolized the bidding landscape. According to the National Curriculum and Textbook Board (NCTB), the initial tender phase faced severe criticism regarding a lack of genuine competition among printing firms, prompting authorities to invite retenders to ensure transparency and fair pricing.

Under the retendered process for 34 distinct lots, the estimated cost was initially calculated at around Tk 670.3 million. However, due to intensified market competition, participating contractors submitted bids totaling Tk 576.6 million. This competitive edge resulted in a cost reduction of nearly 14 percent, translating to a direct saving of Tk 93.7 million for the exchequer. Furthermore, an additional 23 lots covering four newly introduced textbooks witnessed an 8.5 percent decrease in costs, saving another Tk 40.6 million. Combined, these reductions brought the total government savings to nearly Tk 140 million.

Education analysts and NCTB insiders observe that the state could have conserved an even larger sum if comparable levels of competitive bidding had been permitted during the original tender phase. Mathematical extrapolations based on the cost-reduction rates achieved during the retendering suggest that the government might have saved well over Tk 2.59 billion exclusively on secondary-level textbook printing. Such staggering figures underline the persistent financial leakages that occur when syndicates control public procurement processes, making rigorous oversight an absolute necessity for public resource management.

At present, a massive nationwide printing operation is underway to produce approximately 310 million textbooks for students ranging from pre-primary up to classes IX and X for the upcoming academic year. Out of this enormous volume, over 220 million books are allocated specifically for secondary-level students, while the remaining copies are designated for primary schools. The aggregate estimated expenditure for this extensive printing endeavor stands at approximately Tk 19 billion. The ultimate objective of the administration remains the timely distribution of quality textbooks to every student across the country ahead of the academic calendar.

This breakthrough in the textbook procurement process marks a significant departure from historical challenges, which frequently involved delays in book delivery, syndication, and allegations of substandard paper quality. By fostering an environment of open market competition, the educational authorities have demonstrated that administrative resolve can effectively curb artificial price inflation. Stakeholders and educationists have lauded the initiative, emphasizing that persistent vigilance is vital to maintaining accountability within the publishing and printing industry.

Moving forward, the NCTB and related oversight bodies are expected to maintain stringent monitoring over all phases of book production and distribution. Ensuring that printers adhere strictly to quality benchmarks and delivery timelines will determine the ultimate success of the academic supply chain. Observers believe that replicating this transparent, competitive procurement model across other government sectors could yield substantial long-term economic benefits for the nation.
