Bangladesh Railway is currently navigating a strategic shift regarding its fleet of 125 luggage vans, which were procured at a cost of 358 crore BDT to bolster freight operations. Despite the significant investment, the majority of these units have remained largely idle, with official data indicating that only 5% of the fleet is currently utilized for cargo transport. To mitigate financial losses and optimize the use of these assets, the railway authority is now proposing to convert these luggage vans into passenger coaches.
The proposal suggests integrating these converted units into local, mail, and commuter train services. This initiative was formally discussed during a recent inspection of the Saidpur Railway Workshop by Railway Minister Sheikh Rabiul Islam, State Minister Habibur Rashid, and Railway Secretary Md. Fahimul Islam. According to Shah Sufi Nur Mohammad, the Divisional Manager of the Saidpur Railway Workshop, the technical feasibility of the conversion was presented to the high-ranking officials during their visit.
Historically, the railway had attempted to lease these luggage vans to the private sector to generate revenue, but those efforts failed to materialize. With the cargo transport sector failing to yield the expected returns, the conversion project is now viewed as a necessary step to prevent the further wastage of public funds. The authority is currently deliberating whether to execute the conversion internally at the Saidpur workshop or to outsource the project to external entities.
Industry experts suggest that if successfully implemented, this conversion could significantly alleviate the chronic shortage of passenger coaches on local and commuter routes. These trains are often overcrowded, and adding refurbished units could enhance passenger comfort and service frequency. However, the success of this project will depend on the cost-effectiveness of the conversion process and the ability to meet stringent safety standards for passenger transport.
The project is currently under review by senior authorities. Once a final decision is reached, the Saidpur Railway Workshop is expected to lead the conversion efforts. This move represents a critical attempt by the Bangladesh Railway to repurpose underutilized assets into functional units that directly benefit the public, potentially setting a precedent for future infrastructure management within the national transport sector.
